Thinking of Google language policies
This is my thoughts when answering on comment:"Google should make Google Dictionary for 15 people"
I am from Latvia (population ~2,3mil) and we have Google localized as well, but the thing is.. you are asking language for 15 people (or I misunderstood something), not for a million or two. :)Because if it's the case and you actually wish to see Google localized for 15 people, then there would be need to manage ~5000 Google versions. In this case I have to be realistic - are you serious? ;D
P.S. I am not trying to be offensive, rather prefer common sense and I think Google is doing great on adding these little things to their Googl-o-empire industry, however to say my opinion on language policies within Google, well I think Google should cover all languages which fill in any of following category:
- more then 1,7 million speakers without any closely related language, those are meant at least 80% natives do speak and understand any language added to Google already which importance is higher then 1,7 million (and up) native's language
- language is being used in major alliances and unions as official: NATO, EU, United Nations working languages etc.
- language has made some significant meaning to the culture of world, for example: Esperanto - a constructed language who actually have developed its own natives and are widely spoken and practiced.
As for languages not filling in any category I think there can be sat up a project by Google, like languages.google.com or something where enthusiasts could add their content to dictionary, search engine, Gmail or other products of Google. In real world to translate terms from English to (example a made up constructed language) Meroo.

Afterwards when you feel you're done you could apply your own peace of work to your Google plus profile or exact Google product, like search engine, Gmail, Calendar you choose.

It is the official language of Maharashtra and Goa and is one of the 23 official languages of India. It is the 14th most spoken language in the world. There were 72 million speakers in 2001.
